Web Designer/Front-End Developer

Serves as a Web Designer/Front-End Developer responsible for wireframing, prototyping, developing, testing and validating HTML5 pages using CSS, JavaScript and jQuery standards with semantic markup and special considerations, such as Responsive/Adaptive Web Design for all major desktop browsers (including mobile WebKit browsers), updating SEC.gov style guidelines, recommending various JS plugin solutions, usability/UX best practices, and Section 508/WCAG accessibility requirements.

Participated in the SEC.gov modernization efforts of legacy static pages over to the Drupal CMS, highlighting project launches such as:

  1. SEC.gov Homepage Redesign - First successful launch in February 2016, and most recent successful re-launch was in August 2017, a collaborative effort within the OPA Digital Team for the creation and implementation a fully responsive mobile page in Drupal 8, creating static content blocks and dynamic views which pull in tagged article content of featured images, titles and descriptions throughout various page regions.
  2. Office of the Whistleblower Site Migration - The project consist of multiple pages with complex table views and dynamic blocks of which all were created and various content migrated and completed in September 2017. The end results enabled the office staff to perform their own updates within the Drupal CMS with the accompanying standard operating procedures and training provided.
  3. Financial Reporting Manual - The project consisted of a 500-page Microsoft Word/PDF manual updated and posted quarterly into a fully searchable HTML document with an interactive Table of Contents, search area using Search.gov and consisting of over 40 responsive complex data tables. The project started with a small scale prototype to display layout and elements of topic pages, table of contents/index pages, and utilizing the Tablesaw JS plugin for the responsive table formatting for client approval before HTML conversion of the entire document. Successfully utilized the remainder of funding resources on the FY17 contract with our contractor by coordinating detailed technical instructions along with the prototype and consultations throughout the project to keep the progress inline with the fiscal deadline and budget. After completion, the HTML deliverables were imported from the contractor into Drupal pages and implemented printer-friendly styles for the responsive tables.
  4. SEC News Media Gallery - Recommended, tested and implemented the use of the MediaBox JS plugin in order improve and showcase our internal/external outreach of our graphic, video and photo resources throughout SEC.gov and also utilized throughout other pages on SEC.gov.

Developed standard procedures for various web-related functions, such as guides for site editors and content creators to update/populate pages within Drupal for inputting fields of various content types and pages to dynamically populated views, or a flexible system to easily change and re-arrange a page of photos and links. Created knowledge-sharing training materials such as a setup guide of procedures for other designers/developers to use task runner tools for responsive web layout grid system, and procedures for our monthly Drupal release updates, using both Atlassian SourceTree software and Terminal/Command line equivalents for Git commands.

Organized sprint meetings in order to coordinate and communicate within the OPA Digital Team and leadership about projects/requests and facilitated the use of JIRA’s Project Management software to keep track of assignments tasks, bugs and improvements, as well as tracking progress or history and reporting accomplishments within monthly SEC.gov-related status meetings.

Implemented the new ForeSee survey on SEC.gov through collaboration with the vendor and internal staff, consisting of adjusting the previous survey questions in regards to recent SEC.gov modernization as well as tailoring a separate survey for mobile/tablet devices in efforts to collect qualitative and quantitative data on customer user experiences and satisfaction results in order to monitor and improve the website.

Coordinated and consulted with IT professional and subject matter expert staff during Change Control Board meetings on all SEC.gov web and mobile application matters which address UX and functionality improvements, WCAG-compliant accessibility issues, and updates to our SEC Modernization style guide within each site update.

Created and expanded the SEC.gov icon library by incorporating Fontello, an SVG icon library system with web fonts fallbacks allowing for use of multiple font icon libraries (FontAwesome, Entypo, Iconic, etc.) as well as custom icon integration.

Recommended the implementation of GZip compression globally on our web servers which led to an average 40% decrease in page load speed across SEC.gov, bringing the average maximum load time to 3 seconds per page.

Provided consultation and served as an advisor for Investor.gov on complex procured projects such as the Investor.gov’s Understanding Your Brokerage Account Statement interactive tool, the new EDGAR search platform, and other various projects within the SEC.

Managed and maintained numerous websites, including the public-facing website (federalreserve.gov), Inside the Board internal communications website, and other Board internal/external websites, making updates as requested by clients and ensuring timely turnaround of edits, corrections, and design changes and improvements.

Led efforts in the public facing website (federalreserve.gov) redesign process to develop new mobile responsive templates for the News & Events, About section, and all the Publications and Reports pages. Drafted and implemented coding and navigation standards backed by research of best practices in UX and web standards to drive the development process. This high-profile and complex project extended over long periods of time, working closely with accessibility specialists, public info officers/editors, back-end programmers for the CMS to accomplish these final templates to be implemented into the new website launch. Attended and participated in monthly sprint sessions consisting of sprint planning, daily scrums, sprint reviews/demos and retrospectives through the duration of this project.

Integrated new web technologies such as HTML5 video/players to replace Flash video/players with WebVTT caption technology for both the PubWeb redesign and Inside the Board websites, collaborated with IT to migrate ColdFusion search application to new Sharepoint search application within the Inside the Board internal website.
